Recent studies

Recent studies have shown that naka labours are often neglected for health services. Data published by AILS (Ambedkar Institute for Labour Studie) 2013. The construction industry is the single largest employer of migrants labours in the urban India with estimated 40 million building and other construction workers.

Summary of Findings

It was seen that the respondents were drawn from 15 states of the country, of which the notable states of origin were-Maharashtra, Uttar Pradesh, West Bengal, Bihar, Karnataka and Andhra Pradesh. The proportion of women workers were very low, the explanation given being that with technological upgradation in the industry, women were gradually moved into the lowest unskilled jobs and were on the way of being edged out totally.

Socio-Economic, Educational Status

Most respondents were either illiterate or had only primary level education, while about one-third had studied up to SSC and a few, beyond high school. The findings indicate that most occupations were semi-skilled or skilled work in nature. The average wage for half the sample ranged from Rs.5000 per month, while half of them earned below Rs.5000.Only about 16% had BPL cards that indicated their low income status, and the others were above the official poverty line in terms of wages. There are no education facilities on sites either and access to schooling is a problem. Even if a child is admitted to a government school, retention in school is a problem if the parents are migrant workers. Those workers who have settled in a bustee or jhuggi area in a city and commute to work daily are more likely to have school-going children. However, settlement does not guarantee an education, as the parents low wages and irregular employment frequently makes schooling unaffordable.

Health Status

Children: It has been observed that 2/3 rd of respondents said their children fell ill once or twice in a month. It was shocking to see that polio shots were not given to one-thirds of the respondents children, and more than one-third of them did not receive BCG, MMR, or measles vaccines. Only marginal percentage of respondents had been provided crèche or rest room facilities for the children on site, and with the low presence of women workers, the facility was obviously not seen as mandatory. The AILS study, as well as several other studies conducted earlier also show that the children living on construction sites often suffer from malnutrition, under nourishment, accidents, and innumerable health problems. Adults: A wide range of health problems were reported by the respondents, of which body pain, stomach disorders and skin diseases were reported more frequently. The average number of health problems in the workers was 1.41. Regular consumers of tobacco and alcohol were 50.48 and 14.65%, respectively. Nearly one-fifth of the workers had febrile illness, of which 20.71% had suspected malaria; 12.6% had respiratory infections, while 3.4% were found to have hypertension. Skin problems such as fungal infection, contact dermatitis, and eczematous rash were found in 4.71% of the workers. Contact with cement and lime may lead to irritant dermatitis. The presence of chromate and cobalt in cement is known to cause allergic contact dermatitis. Some workers (4.41%) in this study had gastrointestinal problems such as loose motions, abdominal pain, constipation, and loss of appetite, as workers are exposed to chemical agents, parasitic agents, or infective agents at the work and residential place.

Addiction

It was found that 43.6% smoke, 44.8% had drinking habits, 46% chewed tobacco, 21.2% chewed pan, and 5.2% chewed Gutkha. Nearly 80 percent of the respondents reported addictive habits either of alcohol, smoking and tobacco.

Basic Entitlements available

35.6% had no ration cards at all 43.2% had orange ration cards which indicated that a majority of the workers were above BPL levels, yet earned below Rs.one lakh annually., 16.4.% had yellow cards, indicating their BPL status.2.4% had white cards, i.e they earned above one lakh of rupees annually. 17.2% saved in banks. Bhishi is a popular means of savings for the respondents and Other means of savings are- saving at home, post office and through SHGs.

Let’s know about Nakas

Naka Profile
In Nerul the workers are mostly from Karnataka, Maharashtra, Uttar Pradesh, Bihar, Andhra Pradesh and Telangana More than 50% of the migrants are from Maharashtra and Karnataka while the rest belong to Andhra Pradesh and Uttar Pradesh. Nerul naka workers reside in nearby slums and chawls like Shirvane, Shivaji Nagar, Sarsole, Gaon devi and Sector 20 of Nerul. The Naka workers have a hectic schedule that starts at 8 AM all the Naka workers assemble at the Nerul Naka and from 8-10:30 the contractors can hire them on the basis of the skills depending upon the requirements of the work or in some cases even on personal contacts. If they get hired by the contractor they proceed to the concerned site and are paid on daily basis. At times the travel allowances are reimbursed by the contractor. The Naka workers are provided with a haazari diary which keeps a daily record of the work duly recorded by the contractor under the presence of the worker, however there is no written contract between the contractor and the Naka worker concerning the employment. Most of the Naka workers have bank accounts and at the times when Naka workers have to send money back in their home towns they either use the option of money transfer or through somebody who has a bank account back in their hometown (in case their own family members don’t have one) or they send the money through someone who is going back to their hometown.
Most of them migrate alone leaving their families behind with the primary reason being to look for employment which pays them more wages than what is paid back in their hometown. Sometimes even after being hired by a contractor the Naka workers report to Naka site before proceeding to their actual work site because it enables them to establish good contacts and increases the chances of fetching work. Most of the workers get employment around 20 days a month for which they are paid on average 1000-1200 in the capacity of a meson (mistri) and Rs.600-700 in the capacity of a helper (Bigari).. Women helpers get around 600 per day. The Naka workers mostly come to Mumbai in the peak of season like post Diwali, and later post Holi festival. In the In the same season there are chances of good pay and getting payments hiked.
The Naka workers reside in nearby slums, chawl on rented rooms and stay stay with their families, single male migrants reside in groups in the nearby chawl and slums. The rented rooms rated from 5000 to 6000 for a month; deposit around 10,000 to 15,000 as a security amount for the room. The Naka workers carry food which they make on their own and have and use the public washrooms. At times of workplace injuries, there are very less instances when the contractors own the responsibilities and even if they do then at the most they escort them to the hospital. As shared by Pradeep Rarhod (a Social Worker) narrated by one of the workers from Maharashtra. The Naka workers rarely get a chance to go back to the hometown, the ones from Maharashtra get a chance to retreat back to their hometown once a month while ones from Uttar Pradesh/South Indian only go back once in a year. Despite, the presence of labour courts the Naka workers are being deprived of their basic rights, the accessibility of labour courts are limited and most of the naca workers are unaware about the nitty-gritties of it.

How Naka workers are deprived

Naka workers are migrants from one state to another.
